Method One - Full Customer File Transmittal
No institution really wants to submit information about all of their customers to the state welfare agency or to a service bureau designated by the state.  There are safeguards in place for protection against misuse of the data, but it still does not seem to live up to the assumption of confidentiality between the institution and the depositor. 
Method Two - Matched Customer File Transmittal
The transmittal of a file containing only matched accounts is much more acceptable from a security and confidentiality standpoint.  The biggest problem is the enormous size of the file received for matching.  Initially, some states will require matching against a file of inquiries from the institution's home state.  But many states have entered into agreements with other states to report matches from combined state files.  One combined file is currently at 60 megabytes.  As more states reach agreement and as more requests are filed, the file can be expected to grow substantially.  There are questions of equipment compatibility, capacity, and processing speed.
Method Three - Social Security Number Only Transmittal
Waldorf Computer Systems, Inc. has come up with a third alternative that provides the security of Method Two without its drawbacks.  Stated simply, the institution provides Waldorf with a file containing only the Social Security Numbers of all account holders.  Waldorf then matches those Social Security Numbers against the appropriate state inquiries.  A Matched Customer File in the approved format with all fields blank except for the Social Security Number is created.  The file is then forwarded to the institution along with a Windows based program that the institution uses to fill in the missing data before sending the file to the state.
Method Three Details
The FIDM Program from Waldorf Computer Systems is really a complete FIDM Management system.  For institutions that have the capability to download information from their mainframe, there is an import program that will use the downloaded data to create a Social Security Number data file that may contain details required for FIDM processing.  Then there is a program that allows that file to be maintained at the PC both for those who have imported it and for those small institutions who choose to create it manually.  Next is a program that creates the stripped-down file for forwarding to Waldorf.

After the match file has been created by Waldorf, there is a function that will fill in the missing data for the matched records from the Social Security Number data file if the institution has chosen to include the details on the PC.  There is also a program for manually inserting missing information into the matched file.  There are additional programs for printing reports and for automatic backup of files from prior quarters.

Costs
The initial cost of the FIDM program from Waldorf is $249 plus $7 for shipping and handling.  The programs are shipped on a CD-ROM which also contains the Operator's Manual.  The program requires a PC running Windows 98 or Windows 2000 with a CD-ROM drive, a 3 1/2" floppy disk drive, and 20 Mb of disk space available.

The basic quarterly processing cost will be $95 plus $5 for shipping and handling.  If there are no matches for an institution during a quarter, Waldorf will electronically forward the required empty match file directly to the state for an additional charge of $10 at the institution's request.  Institutions may also opt to return a completed match file to Waldorf for electronic transmission to the state for $10 fee.  Program updates will be supplied at no charge as they become available as long as the institution continues to use the service.
